English Councils Plan to Sell Off Community Hubs and Sports Centres to Manage Finances

Based on a new study of municipal councils, English councils are preparing to offload community centers, sports centres, and retail spaces as they bet on a rapid disposal of assets to balance the books.

Increasing Financial Challenges Drive Asset Sales

The Key Cities Group representing major urban areas in England stated that six out of ten of local authorities are intending to dispose of properties to cover the rising costs of adult and children’s social care.

Local governments have previously come under fire for disposing of playing fields and open spaces to support their finances, but they contend they must proceed to raise vital cash from asset sales or declare themselves bankrupt.

The group said that a significant number of councils seeking to raise money from a fire sale of assets marked “a clear change from 2024, when the largest share (60%) of municipal officials stated they would focus on restructuring services and utilising savings to weather growing fiscal pressures.”

Detailed Examples of Planned Sales

One local authority in Kent said its asset disposal plan featured the disposal of a retail complex in Rainham and a social club in Rochester to raise 20 million pounds over the next half-decade.

  • Gillingham golf club and commercial properties owned in two English counties, which all provide rental income for the authority, will additionally be disposed of under the strategy.

Local Levy Increases and Broader Financial Pressures

The survey of local authorities in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of councils will have to increase council taxes next spring to address the rising cost of core provisions, increased rates of homelessness, and a longstanding accommodation deficit.

Medway council said it will press ahead with asset sales after sharp increases in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting innovative approaches but some of these require time to deliver both improved services and financial savings,” stated Vince Maple.

He continued: “There are demographic pressures which will continue to add to the strains we have. As a local government body, we had a 91% cut in our central funding from 2010-24, which is very challenging.”

Countrywide Patterns and Projections

A survey of county councils this week also found local finances being stretched by the growing number of children and older individuals requiring special educational assistance.

The County Councils Network projected that local shortfalls will hit 4.4 billion pounds a year by the end of the decade, as they struggle to cope with rising needs.

Government officials have delayed planned reforms to the Send system until the coming year after a policy document outlining those changes has been postponed.

Disadvantage and Financial Gaps

Based on the most recent indices of deprivation (IMD) for UK local authorities, several key cities members were among the most deprived in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 across the country under the latest IMD measures,” said the report.

“While only one key city is among the ten most deprived for deprived neighbourhoods nationally, cities are much more prone to be in the worst-off 20% of the nation. The figures highlights the extent of difficulties confronting municipal officials across key cities in the next twelve months,” the analysis concluded.

“Local government leaders have been clear about the necessity for a fair and sustainable financial structure that accounts for and responds to the real levels of disadvantage and need,” said a council leader.

“Without this, local authorities will persist to face impossible choices around which essential services to fund, and which to reduce, to the detriment of their communities.”

A fifth of councils have reduced or weakened care services in the past 12 months, the survey found.
